Zoho and Quebec compliance: Law 25, Bill 96 and GST/QST

Quebec’s Law 25 on the protection of personal information and Bill 96 (Charter of the French language) have changed the obligations of every business in Quebec — including how they choose and configure their digital tools. Here’s how a well-implemented Zoho One environment supports your compliance, and how Nuagix, a Zoho Premium Partner, configures it for the Quebec reality.

Note: Nuagix is a technology integrator, not a law firm. This page provides general information; for advice on your specific situation, consult a legal professional.

Quebec’s Law 25: your obligations at a glance

  • Appoint a person in charge of the protection of personal information and publish their contact details;
  • Keep a register of confidentiality incidents and notify the Commission d’accès à l’information of any serious incident;
  • Obtain clear consent for the collection and use of personal information;
  • Conduct a prior assessment before any personal information is communicated outside Quebec;
  • Respond to requests for access, correction, deletion and, since 2024, data portability.

How we configure Zoho to support Law 25

  • Consent in Zoho CRM: dated consent fields, documented sources, and unsubscribes synced with your campaigns;
  • Access control: roles and profiles that limit each employee to only the data they need for their job;
  • Traceability: audit logs showing who viewed or changed what, and when;
  • Data subject requests: centralized search, export (portability) and deletion of an individual’s information;
  • Incident register: a simple process, documented in your tools, to record and handle any confidentiality incident.

Your data hosted in Canada

Since November 2023, Zoho has operated two Canadian data centers — in Montreal and Toronto — with data replicated between the two sites for redundancy and disaster recovery. New Canadian accounts are hosted there: your data stays in the country, a major advantage for the assessment Law 25 requires before any personal information is communicated outside Quebec. During your implementation, we make sure your account is tied to the Canadian data center.

Bill 96: serving your customers in French

Bill 96 (Charter of the French language) strengthens the obligation to serve and inform your customers in French. In practice, here is what we configure in Zoho: French interfaces for your teams, French-first email, quote and invoice templates, French client portals and web forms, and documents for signature (Zoho Sign) in your client’s language.

GST/QST: compliant invoicing from day one

We set up Zoho Books with GST (5%) and QST (9.975%), your registration numbers, the right tax treatment for each product or service, and compliant invoices in French. Your invoicing is tied to your sales (CRM), and your tax reports come together without re-entering data.

Frequently asked questions

Is Zoho compliant with Law 25?

Law 25 compliance applies to your business, not to the software: no tool is “compliant” on its own. That said, Zoho provides the mechanisms you need — consent management, access control, audit logs, encryption — and Nuagix configures them to support your obligations. Your internal practices complete the picture.

Can my Zoho data be hosted in Canada?

Yes. Since November 2023, Zoho has operated two data centers in Canada, in Montreal and Toronto, with replication between the two sites. New Canadian accounts are hosted there, which simplifies the assessment required before any personal information is communicated outside Quebec.

Does Zoho work in French?

Yes. The main Zoho apps are available with French interfaces, and we set up your email, quote, invoice and client portal templates French-first — in line with Bill 96 requirements for serving your customers in French.

Can you help us respond to an access or deletion request?

Yes. We structure your data in Zoho so you can quickly find all of a person’s information, export it (right to portability) or delete it, and we can automate the follow-up of these requests with clear deadlines.

Does Zoho Books handle GST/QST invoicing?

Yes. We set up Zoho Books with GST (5%) and QST (9.975%), your tax numbers, the right codes for each product or service, and compliant invoices in French — ready for your tax filings.
